PESEL (Powszechny Elektroniczny System Ewidencji Ludnosci) is Poland's 11-digit universal identification number. Every person living in Poland β citizen or foreigner β needs one to function in daily life.
Why You Need PESEL
- Opening a bank account in Poland
- Signing an employment contract
- Registering a business (JDG or company)
- Using healthcare services (NFZ)
- Filing taxes (PIT declaration)
- Registering children in school
- Getting a mobile phone contract
Who Can Get PESEL?
Any foreigner who is legally registered in Poland (meldunek) or has a valid residence basis can apply for PESEL. This includes: work permit holders, students, family members of EU citizens, and Ukrainian citizens under temporary protection.
How to Get PESEL β Step by Step
- Go to your local Urzad Gminy (municipal office) or Urzad Dzielnicy (district office in Warsaw)
- Bring your passport and a document confirming your stay basis (work permit, visa, Karta Pobytu)
- Fill in form RD-1 (application for PESEL)
- If applying for meldunek at the same time, bring your rental agreement
- PESEL is issued on the spot or within 2-3 days
PESEL vs NIP vs REGON
Don't confuse these numbers:
- PESEL β personal ID number (for individuals)
- NIP β tax identification number (for employment and business)
- REGON β business statistical number (for companies and JDG)
As a foreigner working on a contract, your employer uses both your PESEL and NIP. When you register JDG, you automatically receive NIP and REGON.
What If I Don't Have Meldunek?
Meldunek (address registration) is not technically required to get PESEL, but in practice many offices ask for it. You can get meldunek with a simple declaration from your landlord. Legal Solution helps clients with both PESEL registration and meldunek in one visit.
Getting PESEL, meldunek, and your first documents right is the foundation of life in Poland. Let Legal Solution handle the bureaucracy so you can focus on settling in.
