Meldunek — address registration — is one of the first things you need to do after arriving in Poland. Without it you can't get a PESEL, and without a PESEL you can't open a bank account, create a Profil Zaufany, or submit a Karta Pobytu application via MOS 2.0.

What Is Meldunek?
Meldunek (zameldowanie) is the official registration of your residential address in the Polish population register. It tells Polish authorities where you officially live.
It's a separate step from signing a lease — you must register in person at your local Urząd Gminy (municipality office) or Urząd Dzielnicy (district office).
Why Meldunek Matters
Without registered address, you'll have trouble with:
- 🆔 PESEL number — automatically issued when you register
- 🏦 Bank account — traditional banks require Polish address proof
- 🔐 Profil Zaufany — mandatory to use MOS 2.0 from April 27, 2026
- 🏥 NFZ healthcare — you need an address to register
- 🚗 Vehicle registration — address proof required
- 📋 Karta Pobytu application — address in your application must match your meldunek
Important: The address you register must match the address you put in your residence permit application. A mismatch is one of the most common reasons for rejection.
Who Can Register?
You can do meldunek if:
- You have a signed rental/lease agreement from the property owner
- You are the property owner
- You have the owner's written consent to register
Even if you're renting just a room — you have the legal right to register there. Polish law does not allow landlords to refuse.

At the Office (Standard for Foreigners)
- Find your local Urząd Gminy or Urząd Dzielnicy — no appointment needed in most Warsaw districts
- Bring your passport, lease agreement, and completed form
- Submit documents at the meldunki counter
- Receive your confirmation stamp immediately — the service is free
The whole process takes about 15 minutes.
Online
Available via obywatel.gov.pl with Profil Zaufany — but most foreigners use the in-person method since you need the address to create Profil Zaufany in the first place.
Temporary vs Permanent Registration
Most foreigners register as temporary residents (pobyt czasowy). This is perfectly fine for PESEL and Karta Pobytu applications.
Common Problems and How to Fix Them
"My landlord refuses to register me"
This is illegal under Polish law. Every tenant has the right to register at their address. You can register using your own written declaration (oświadczenie) — the Urząd will handle the rest.
"I live in a short-term rental or hotel"
Hotels and Airbnb-style rentals don't count. You need a standard lease. Some clients register at a friend's address or use Legal Solution's registered address service.
"I don't speak Polish"
